IMPORTANT INFORMATION - Football Conference Ltd - Football Conference Youth League 2008/09

The Football Conference Youth League has run successfully as a separate standalone organisation for the last 4 years concentrating its efforts on promoting the development of young players and improving playing standards in our Regional Leagues.

For the past 18 months we have been working hard with member club’s support to expand the league; develop and promote a national Football Conference Youth League scheme for 16-18 year olds; and start the process of continuous professional development of coaches. We have made great progress on a wide range of issues and have increased the number of clubs substantially in our 5 Regional Leagues.

We have also been working with the FA, The Football League Education, the PFA and others to ensure the world of football is supportive of our ambitions to create a league of excellence for developing young players and their host clubs. They have recognised the transformation we are making.

In recent months we have been working with the Board of the Football Conference to ensure that the development of young players is central to the thinking of all the clubs in the Conference. The Board are rightly of the view that we need, for all clubs, a national template for the development of young players right from the age of 5 onwards and it is their decision to integrate the work we have done as the FCYL into a single structure under the formal wing of the Conference.

Although we are seeking assurances on the smooth transfer from our current structure and organisation to the new format, we believe that coming again under one structure with the Conference is right for the changes we have always believed are necessary to move youth development forward. However we believe we are duty bound to inform all member clubs/colleges and prospective new member clubs at the earliest opportunity about this major change.

At a point in the coming months yet to be determined, the day to day administration and the continuing development of the FCYL will be orchestrated by the staff in the Football Conference office in Birmingham. 
 
As the Football Conference Youth League we have always tried to ensure that our member club’s interests are protected and their views taken into account so as we move forward it is likely you will have a view of this proposed change and you may have some questions you want us to put to the Board of the Conference. Either way you can do this in writing or email to us here at the FCYL and we will make sure your views are collated and passed to the Board of the Conference.

Foul & Abusive Language and Violent Conduct
 
Clubs/Colleges and Youth Coaches are questioning the 'Youth Discipline content on the Club MEMO (see Downloads page) sent out on 17th January 2008 which will continue until the remainder of the season.
 
It is acknowledged that Clubs/players are fined/suspended by Counties and some Clubs have their own discipline procedures in addition to County procedures. 
 
The League wish to make it clear that it is the unacceptable level of foul and abusive language and violent conduct that must be eradicated. 
 
The new fines outlined in the memo are against the club but more specifically the Head Youth Coach and his/her responsibility to

a) make it very clear to a player who is part of a youth development scheme, that no dissent/foul and abusive language or violent conduct will be tolerated
b) in a match situation the HYC or person placed in charge is required to take action (to shape the development/ protect the player) ie remove the player from the field of play
 
The League fully embraces any preventative action taken by the HYC or person in charge of a match and that within a Youth competition can not consider the reasoning that carrying out b) will have a detrimental effect on the match.
 
An investigation will be made when 3 plus yellow cards or red cards are administered in a FCYL match to ascertain the circumstances. If the card was administered for dissent/foul and abusive language or violent conduct a fine will be imposed as per the memo.
 
The League would welcome suggestions from Head Youth Coaches and also current successful working practises on how to completely eradicate the above outlined player discipline problem to make a fresh start in season 2008/09.
